On the 4th Jan. 2010, the Chinese government has implemented the policy of transforming Hainan into an international tourism destination. Announced on 1st Jan. 2011, the tax refunds will be available for foreign visitors who travel to, implying that a series of policies and construction plans are soon to be launched. Since the enforcement of tax refunds, Hainan has experienced a new wave of travelers at larger scales than ever before, including queues lining up around duty-free shops.
